UNFCCC Climate Week in Baku to step up action, support on climate transparency – EnviroNews

UN Climate Change, through the #Together4Transparency initiative, UNEP, UNDP, FAO, CBIT-GSP and the Baku Transparency Platform (BTP) are joining forces to advance implementation of the Paris Agreement’s Enhanced Transparency Framework (ETF) and support countries in preparing and submitting their Biennial Transparency Reports (BTRs) in 2026.

A series of high-level and technical events taking place in Baku, Azerbaijan, during UNFCCC Climate Week 4 will bring together governments, experts and support providers to build political momentum, share practical solutions and help countries advance their transparency reporting.

The programme will begin on Monday, September 7, 2026, with the high-level dialogue on transparency, “Stepping Up ETF Implementation.” Under the leadership of the COP29, COP30, and COP31 Presidencies, the dialogue will bring together high-level government representatives, partners, experts and other relevant stakeholders to build political momentum for ETF implementation, strengthen the link between transparency of action and support, and provide a space for support providers to identify gaps and challenges in BTR reporting and opportunities to assist developing countries.

This will be followed by the first of two technical workshops, under the theme “The Final Mile: Advancing BTR Preparation for Submission in 2026”, taking place from September 8 to 10 as part of UNFCCC Climate Week 4. The workshops will provide countries with practical support as they move towards submitting their second round of BTRs ahead of the 31 December 2026 deadline.

Together, these collaborative efforts are helping countries accelerate BTR preparation while building an implementation bridge towards COP31, connecting practical solutions and country experiences with the support countries need to advance their transparency efforts. Every country should be able to participate effectively in the ETF, with the capacity, support and confidence needed to meet its reporting commitments.

With the ETF now in full implementation, the first transparency cycle is demonstrating that the framework is working, and that the transparency community is working together towards a clear and shared goal: stronger political commitment, timely BTR submissions, and an ETF that works for all.
