Africa PPP Advisory (AP3) is advancing a strategic advisory assignment with the Zambezi Watercourse Commission (ZAMCOM) to strengthen resource mobilisation, improve landscape financing and deepen cooperation with development partners across the Zambezi River Basin.

The assignment, financed by the African Development Fund under the Programme for Integrated Development and Adaptation to Climate Change in the Zambezi River Basin (PIDACC Zambezi), is titled Consultancy Services for Landscape Financing, Resource Mobilisation and Engagement with Cooperating Partners.

AP3 Managing Partner and Team Leader, Dr Gori Olusina Daniel

According to a statement by AP3, the engagement, which follows a successful inception phase, is designed to strengthen ZAMCOM’s long-term financial sustainability, enhance relationships with development partners and identify funding opportunities for regional development priorities.

The initiative comes amid growing demands for coordinated investment in climate resilience, ecosystem protection and sustainable development across the Zambezi River Basin.

The basin spans eight countries: Angola, Botswana, Malawi, Mozambique, Namibia, Tanzania, Zambia and Zimbabwe, making regional cooperation and sustainable financing essential to addressing shared development challenges.

Under the assignment, AP3 will advise ZAMCOM on strengthening its resource mobilisation systems and improving engagement with international cooperating partners.

Key activities include mapping development partners and funding opportunities, developing a resource mobilisation toolkit and standard operating procedures, and supporting the establishment of a financial sustainability framework for the ZAMCOM Secretariat.

The assignment will also cover project screening and packaging, landscape financing, investment promotion, stakeholder engagement and institutional capacity building.

These interventions are expected to help align regional development priorities with appropriate funding sources and implementation partners, thereby improving the prospects of translating identified needs into bankable projects.

Commenting on the engagement, AP3 Managing Partner and Team Leader, Dr Gori Olusina Daniel, said mobilising finance for sustainable development required more than identifying potential funding sources.

“Mobilising finance for sustainable development involves more than finding funding sources. It requires capable institutions, well-prepared projects and strategic partnerships that translate development priorities into viable financing opportunities,” Daniel said.

He added that AP3 would support ZAMCOM in building its resource mobilisation capacity, strengthening cooperation with development partners and advancing sustainable financing approaches for development across the basin.

The assignment is expected to contribute to the objectives of PIDACC Zambezi, which seeks to strengthen communities’ resilience to climate and economic shocks through inclusive investment, job creation and ecosystem-based solutions.

Achieving these objectives requires effective financing mechanisms and sustained collaboration among governments, development partners and other stakeholders operating across the region.

By supporting ZAMCOM’s financing and partnership agenda, the consultancy is expected to strengthen institutional capacity, expand access to funding and advance landscape-based development priorities across the basin.

The engagement also highlights the importance of regional institutions in coordinating investment and building partnerships to address climate change and other interconnected development challenges.

AP3 provides advisory services to institutions and development partners in resource mobilisation, project structuring and partnership development, with a focus on supporting sustainable economic transformation across Africa.

The assignment will run from August 2026 to April 2028, providing a framework for sustained technical support and collaboration between AP3, ZAMCOM and relevant stakeholders.

Through the engagement, the partners aim to strengthen the financial foundations needed to implement regional development priorities and improve climate resilience across the Zambezi River Basin.
